Anyone know about digital scrapbooking?

I downloaded some free scrapbook layouts online. How do I edit the png files and drop my pics onto the page? Which program is decent and inexpensive?

CropMom was created by a digital scrapbooker, so the site is entirely geared toward digital scrapbooking. 1. Register and upload your photos. 2. Click Get Started. Choose New Layout or you can click Open Template to use a pre-made layout that is fully editable. 3. Drag and drop your photo onto the canvas. Choose graphics and drag and drop them. 4. You can select photos or graphics to rotate them and resize them. Photos can be changed to black and white or sepia tone. 5. Add text. 6. Save your layout, then go to the My CropMom page and click on it. 7. You can now: download the low-resolution version of your layout for free; share your layout via e-mail with friends or purchase the high-resolution, print-quality layout for printing at home or to have it printed by a photofinisher. It's much easier and much less expensive than purchasing a complicated graphics program to use.
